Last year, many Frodsham residents complained about wheel clamping in the vicinity of Costa Coffee, with Mayor of Frodsham Cllr Andrew Dawson referring to clamping operations as a 'deplorable state of affairs'.
The only bodies that will be able to clamp vehicles once the ban has been brought in will be those with statutory powers to do so. These include local authorities (when enforcing road traffic contraventions on the public highway or local authority managed car parks), the police, the Driver and Vehicle Licensing Authority in respect of vehicles that have no road tax and the Department for Transport where vehicles are not roadworthy.
Graham said: 'I believe it is deplorable that many motorists have fallen victim to unscrupulous tactics by some clamping firms. Reports of motorists being marched to cash points or left stranded after their car has been towed are simply unacceptable. Many clamping firms have been seemingly targeting the elderly and the vulnerable which is completely unacceptable.
“Wheel clamping is illegal in Scotland and this has worked since 1992 with no serious problems. I hope that residents and shoppers in Frodsham who complained to the Police and the Council last year will welcome this new development'
