The team would be responsible for developing a detailed scheme for planning consent and identifying potential occupiers of the new development.
The Executive will also consider the progress made so far on the development framework, including feedback from the recent public engagement exercise.
The scheme - which is being led jointly by the Council and Weaver Valley Partnership - aims to transform a neglected 25 acre site between the town centre and river.
It would see the creation of more than 300,000sqft of shopping space, together with a cinema, restaurants, cafes, new public realm spaces and parking for almost 1200 vehicles.
The development is estimated to create up to 1,500 jobs.
Councillor Herbert Manley, Executive Member for Regeneration, said: “The Council and Weaver Valley Partnership are making excellent progress on bringing forward these exciting proposals to regenerate Northwich town centre.
“Appointing a design team will allow us to maintain this momentum and ensure that the community and regeneration benefits of the development framework are delivered for the people of Northwich.
“It will also pave the way to appoint a delivery partner to secure the delivery of the Barons Quay scheme to act as a regeneration springboard for the whole of the town centre.”
Invitations to tender for the delivery of the framework have already been sent out to pre-qualified consultants.
Subject to approval by Executive, it is expected a team will be appointed without delay.
An outline planning application for the Baron’s Quay scheme is expected to be submitted autumn 2012, with a decision expected in 2013.
